I hope that you will forward this message to your team members and congratulate them on our behalf. If you can adapt the proposal in agreement with the remarks below, then I will prepare the contract with you. The proposal will be an Annex to the contract. I try to summarize and paraphrase the remarks and discussions in the SC in a way that it is hopefully useful for you, and I hope that you can adapt your proposal accordingly. 1. One of the main points of discussion centered around the very basic question: does your proposal fit in work package 3? It was not really addressing any of the topics favoured by EEA. It is addressing climate change and a related topic, so in that sence it does fit, but in parts of the proposal it seemd more a "project on tourism" that would maybe be interesting for "DG business", then a proposal that focusses on the environmental problems and ways to tackle them. Please keep climate change and vulnerability to climate change of the touristic sector focussed on the environmental side of the issue: how does it effect the environment, and what can be done to counter negative effects. Proposed changes in the objectives: 1. (Combine your objective 1 and 3) To present the available scientific knowledge AND to explore the importance of climate change relative to other developments INCLUDING material on the level of climate dependence of tourists etc. A good review of existing knowledge is crucial. 2. your objective 2 is ok 3. To explore optiones and make recommendations to decrease the stakeholders vulnerability to cc etc.(your bullet 4), by means of/taking into account/such as ....(your bullet 5,6,and 7 are subelements in objective 3: they form part of the recommendations) 4. Your bullet 8 Thus under 1 you will have in your workshop a session that shows the state of the art, in an integrated way. This would require a pre-aper that sets the scene by appraising and integrating available information Then under 2, you have a session with stakeholders who are asked what their concern is, what the consequences are of the state of the art that is described in the paper, etc. Objective 3: Based on 2, you can describe options and make a list of recommendations (amongst which the research needs (a) and the policy options (b)). Objective 4 is also important, especially to involve the right people from the commission. Under the intended results we are not really sure whether a report on the workshop is foreseen or not. This is expected. A short report of the workshop that summarizes the findings: state of the art (a paper: new version of the pre-paper) and recommendations on options for research and for policy. The links to policy seem rather weak, and as these are one of the main goals of EFIEA as a whole, they would need further attention. People in the Steering Commitee are willing to assist in this preocess or make suggestions. Please make clear what IA techniques are brought to bear. A link to the mitigation dimension of the problem would be highly appreciated. Further remarks (see to what extent you can accomodate these): - Look at the original objectives of EFIEA's work package 3 and make sure that the workshop fits in this remit - The perspective at different scales/the scaling issue is fundamental. - DG Environment thinks that for the purpose of "awareness raising" to the issue of vulnerability to climate change, it might be beneficial to attract more local/regional businesses and authorities - Try to connect to ongoing work streams in this sector, so it will not be a stand alone workshop, but one that is useful for others, who will use the results for ongoing work - a true IA would look at the policy intersections between mitigation and adaptation as well as how these relate to other EU policies. It is not clear to what extent this is really foreseen on your workshop. Perhaps you can make this more clear? I hope this is clear to you and your team.
