Dear Colleagues,
I would like to express my appreciation for your valuable contributions
to the preparation of the draft Implementation Plan for the Global
Observing Systems for Climate in Support of the UNFCCC in response to
decision 11/CP.9, adopted by the UNFCCC Conference of the Parties (COP)
at its ninth session, held in Milan, Italy in December 2003.
I am pleased to inform you that the draft plan is being made available
for open review by governments and scientists through direct
notification and through the GCOS Homepage at: [1]www.wmo.ch/web/gcos. The
period for open review and comment will last from 14 May to 9 July 2004.
Please find attached the draft Plan for your comments, which should be
