For the WWF climate change scenarios booklet, you could download from http://www.cru.uea.ac.uk/~mikeh/research/wwfscenarios.html. Note that the final version is only available in Chinese, while the English version is a draft only. As for other co-operations among international NGOs in China, what I am aware of is the WWF China country office runs certain projects in the area of energy and climate change, with funding from European countries. Details on these projects can be found at http://www.wwfchina.org/english/loca.php?loca=96. Another rather active international NGO in China is called LEAD (Leadership for Environment and Development)-China (http://www.lead.org.cn). They are now preparing for a few initiatives which address the issue of climate change in one way or another. It would be worthwhile contacting the relevant people at the above organizations and they should be able to provide you some useful information. Hope this helps.
